"It is only in the 19 century that the state governments began taking responsibility for providing education to the general public. Even the capitalist democracies of the west began to take interest in general education for the general public. However, a clear cut distinction between the state educational systems and private educational systems developed in the world. The capitalist democracies of the west made up their minds to literate each and every citizen of their countries. However, the education of girls received attention, in the whole of the world at a very late stage. Even in the Great Britain compulsory education of girls started in the beginning of the 20 century. However, the Union of the Soviet Socialist Russia took up the work of educating the masses at the public expense.
