Before the beginning of Parliamentary system of government and introduction of parliamentary institutions there was no specialization of functions. With the start of the system however, stress began to be laid on functional specialization. Hitherto existing system of combination of two systems in government departments, thus giving a free hand to administrators. Political party system also began to emerge and political leaders began to associate themselves in administrative matters.
