"It is generally believed that 10% population of the world especially in the developed countries is both physically and mentally handicapped. In countries like India the number of handicapped persons becomes very high in view of the thickly populated areas of India. The handicapped people become a source of pity and helplessness, and a burden on the society. But if they are properly counselled and given guidance they can be converted into helpful and productive members of the society. Over the years such equipments have been developed which can help the handicapped persons like deaf people, dump people and mentally deficient people and visually impaired persons. Lot of literature on education and guidance of handicapped persons has been developed." (jacket)
