Since the establishment of the Universities of Calcutta, Bombay and Madras in 1857 during the post-Independent period the country is witnessing an educational explosion and proliferation of Universities which number 80 today with 3450 colleges and over 3.5 million students strength. This accounts only 2-3% of the age group of 17 to 21 years in the colleges. In U.S.A. there are 7 million students in the Universities and are hoping to cover 30% of the age group by 1980. In Europe and Japan the Universities cover between 16-18% of the age group. The Labour Government under the leadership of Harold Wilson in U.K. initiated Open University and university in the air to provide greater opportunities to all sections of people and to carry educational methodology in the homes or place of work through a variety of media of communication.
