The present work documents the growth of primary education in India and particularly the extent of access to education by the outreach communities. It provides a glimpse on the background, the trend of development in the Indian states with regard to primary education, the problem encountered, the policies adopted from time to time to penetrate the light of education in the outreach and excluded communities.
