"During the Tenth Plan, the UGC plans to promote value education and human rights and duties education in universities and colleges. Realizing that there is erosion of human values and desecration of moral landscape and also that disproportionate and excessive emphasis on the rights of citizens, as against duties has ignored the fact duty is inalienable mandatory part and source of right, value education should be made an integral part of various regular courses and programmes.
