Institutional changes in India since independence have been prompted by two fundamental urges. One is the urge for democratization and the other is urge for development. These twin urges resulted in the emergence of local self-governments in India which touch the lives and needs of all categories of people at an immense length especially effecting the two fields of literacy and education. The civilization of any country is adjudged by the rate of literacy in that country and its progress largely depends on education which it provides to its citizens. In fact the third world countries are normally at their lower ebb in the level of increasing their literacy rate to modernize their social and cultural aspects. Establishment of local self-governments and entrusting them with the responsibility promoting and providing developmental activities as well as civic amenities in general and besides these literacy and education in particular.
