In ancient times the head of the tribe was supposed to be the raja or the king, though the concept of king had yet not developed, the royal agents and the spies could contact the king at any time and they reported to the king about various developments in the kingdom. The empire was divided into many provinces and each one of these provinces was governed by a governor and council of ministers, governor is an important constitutional functionary in the Indian governmental set-up. We, in our constitution, have envisaged a parliamentary form of government which is primarily based on west-minister model.

The term governor is not new, he writes the sessions of the state legislature and holds over them. All executive actions of the governor of a state shall be expressed to be taken in the name of governor. The governor may promulgate the ordinances under certain circumstances.
