Since attaining independence till today the institution of governor had been a subject of most acute and extreme controversy. Some termed it a "White-Elephant" calling it an extremely expensive institution, some called it a symbol of slavery of the British rule, some call it a titular figure of the center and others call it an autocratic and indomitable chief, with limitless powers. On the other side, there is public opinion that considers the institution of governor as one of the most sensitive and all-important organ of the constitutional system.

In this book an attempt has been made to make a dispassionate appraisal of this institution, its growth and development, its instant role and its functioning, during post-independence period, based on a living-contact and close experience.
