From the Foreword: "In Nepal, the decade-long Maoist insurgency has, among other things, caused a large number of people to be displaced from their homes. They have been forced to either live in different parts of the country as internally displaced people or leave the country. Most of these people are now living under the mercy of their relatives and friends.

Over the last ten years of insurgency, the Maoists have been able to form a parallel security force in the country. The guerilla and the militia of the Maoist army are dedicated and trained young people, whose future has to be guaranteed and livelihood assured. This can be realized by providing them appropriate training and credit to start their own income generating enterprises."
