Cooperation between governments in countries of origin transit and destination and among non governmental organizations civil society and migrants themselves is vital for ensuring that international human rights instruments are implemented and that migrants are aware of their rights and obligations. The rights of foreigners in host countries have deteriorated due to the connection made between immigration and criminality. Restrictions imposed upon irregular migrants basic political and civil rights have been accompanied by major obstacles to their access to economic and social rights including the right to health.

A migrants human rights are largely defined by the migration category to which he or she belongs and by the reasons underlying that migration. Migration and human rights intersect at a number of points starting when the migrant crosses frontier the act that defines international migration. The complex interrelationship between migration and human rights is multifaceted and found at all stages in the migratory cycle: in the country of origin during transit and the country of destination.
