"The independence of the country brought in its wake multifarious and multi-dimensional problems. The administrative machinery that we inherited from our foreign rulers could hardly stand equal to the task. Besides the fact that then administrative machinery was defective and designed for a different designed for a different set of objectives extra responsibilities and newer tasks entrusted our care made indispensable the need to re-organize our re-orient our administrative structure. Efforts were therefore, made to re-organize and gear up the existing machinery to fit in different set of objectives and circumstances as also new administrative units were brought into existence to meet the needs of growing tasks following national planning for the achievement of all round progress. So far as the administrative reforms at the centre are concerned there have been plethora of committees and investigating bodies suggesting and advising administrative reforms on the various aspects of administration."
