In fact, however, such hopes not been realized and in most post-colonial states English or other metropolitan languages (such as French or Portuguese) have been retained as languages of the state and of education. Post-independence, the immediate justification as practical: the immediate justification was practical: the new states were mostly poor and fragile: there was little indigenous experience in implementing radical policy change; and changing the language medium of education, even, would have entailed considerable preparation, not least retraining teachers and the expensive redesign of teaching materials.
