The present educational system of India is an implantation of British rulers. Wood’s Dispatch of 1854 laid the foundation of present system of education in India. In India we continue to grapple with the issue in a context where vulnerable poor children in rural and urban areas do not have access to a regularly functioning and a child friendly school which means that they remains outside drop out or are pushed out of the school system. In the Indian context the caste based reservation that were part of affirmative action policies also influenced the manner in which support to poor childrens education was addressed. (jacket)
