Non-governmental organization (NGO) is a term that has become widely accepted as referring to a legally constituted, nongovernmental organization created by natural or legal persons with no participation of representation of any government. In the cases in which NGOs are funded totally or partially by governments, the NGO maintains its nongovernmental status and excludes government representatives from membership in the organization. The most difficult question about the independence of NGOs is whether they come under governmental influence. Individual governments do at times try to influence the NGO community in a particular field, by establishing NGOs that promote their policies.
