"India's dilemma was great. On one hand, its stand that Goa was a colony of Portugal on the Indian sub-continent, was that geographically, linguistically and ethnically a part of India was admitted as valid on all sides. The U.N., the U.S., the U.S.S.R., and practically the whole civilized world were opposed to colonialism, and favoured the freedom of colonies from their foreign rulers. Countries friendly to Portugal and India saw no chance of persuading her to withdraw peacefully, and to negotiate on that basis. And yet everybody was requesting India not to take recourse to force in a cause with which they all seemed to sympathise with."
