Public Administration is a science though it is not an exact science like physics or mathematics. As a matter of fact public administration is a social science dealing with human behaviour. Any subject which deals with human behaviour cannot be exact in its conclusion because human behaviour cannot be rigidly subjected to the uniformities of nature to which the physical world can be subjected, nor does it lend itself to easy analysis in the way that physical object can. Yet human behaviour can be classified, studied and generalized upon. The generalizations are useful as probabilities.
