It covers growth and structural pattern of public expenditure by 17 major states of India covering the period of 21 years. Besides an attempt has been made to identify the major sources of inter-state divergences with respect to real per capita public expenditure. Also the presence and speed of alpha and beta convergence among the states with respect to public expenditure and human development index has been examined. Granger causality analysis was also performed to check the direction of causality in order to examine the validity of two alternative hypotheses viz, due to keynes and due to Wagner.
