Experiences of the democratic governance in developing countries have been mixed. Successful cases are, however, numerous and abundant. But in some cases, especially in new democracies, popular aspirations and needs have remained unmet. As a result, social unrest and discontent grow and burst onto open conflict. Problems and issues that give rise to conflict are often seen and detected in structures, institutions, mechanism and process of governance. But attempts to address and reform them are ill conceived and half hearted.

This publication as the previous one is an attempt to discuss and add some value to the ongoing dialogue on peace governance and state building in Nepal.
