From the Preface: "In order to evolve methodology for integrated rural development planning process, it is necessary to understand the nature and level of operation of various activities and programmes to analyse various programme components and sectoral departments responsible for planning and execution of those at district and block levels. The relationship between high educational levels and high skill jobs has prompted many communities to pay closer attention to the role of workforce education and training in their economic development plans. But the benefit of raising educational levels will vary widely from place to place because of the sharp disparity in educational attainment across rural America.
