"Since the beginning of the human civilisation, humans have been facing fury of the nature like earthquakes, floods, hurricanes etc. Many human beings in thousands have been dying due to this nature calamities. The Democratic Governments of the day have been trying to project the happening of disasters and to take necessary precautionary measures. But it has been seen that the governments are taken unaware. It is very difficult for the scientists to forecast the coming of the earthquake or floods etc. Even then the various governments during the last century have been trying to help people due to these disasters. After the happening of the disaster the problem of food, shelter and medicines comes to the fore. It has also been seen that the developed countries of the world have been coming to the aid of the disaster affected countries who are not able to cope with the requirements of the disasters. In the recent past the earthquake in Pakistan and Kashmir and the Hurricane in America have been the examples of the disasters. The world community helped Pakistan to a great extent. But India was able to manage its disaster on its own strength. Various countries have been able to develop strategies for coping with the effects of the disasters. This has led to the evolution of the disaster management theory." (jacket)
