"There is no doubt that cities are affected by global economic forces but questions can be asked as to what extent their future is immutably determined by these forces and to what extent policies developed locally can have real consequences for cities. Advocates of the structuralist position argue that the local state can have little impact on global flows of business while those arguing for the importance of agency point to examples where local politics have made a real difference to the economic fortunes of a city. The social patterning of cities is also important in understanding the inner city problem. The average tourists is unlikely to be drawn to a city because of its visitor attractions. The aim has been to assess the role of visitor attractions in the development of urban destinations, urban policies to deal with these issues have been evolving since the 1960. They have been developed to deal with the economic and social problems which cities face." (jacket)
